Camp Shenandoah Camper Development League (CDL)
Welcome to the Minors.

Designed for 14–15-year-old Scouts ready to go beyond the standard camp experience, the Camper Development League is where future camp leaders are built.

Mornings:
Jump into a program area, earn a merit badge, and shadow experienced staff to see what it really takes to run camp.

Afternoons:
Work alongside camp leadership—including the Ranger, Commissioner, and Program Director—on hands-on projects that keep Camp Shenandoah running.

Leadership Development:
Learn by doing. The Minors Class of 2026 will collaborate to teach and lead elements of a merit badge, building confidence, communication skills, and real leadership experience.

The Goal:
Prepare the next generation of Camp Shenandoah staff and leaders.
