Training of INSTRUCTIORS FOR BALOO & IOLS
A strong and active outdoor program is critical for retaining and growing our youth membership, be it for Cub Scouts, Scouts, or Venturing. The Blue Ridge Mountains Council (BRMC) will therefore be training instructors for the new BALOO & IOLS Instructor Corps. This corps will be responsible for delivering BALOO (C32) and IOLS (S11) training to adult leaders in packs, troops, and crews throughout the council:
Basic Adult Leader Outdoor Orientation (BALOO) (C32)
This 1.5-day course is designed as an introduction to the Cub Scout outdoor program for leaders interested in adding a camping component to their pack activities. BALOO training consists of an online pre-requisite component in addition to an overnight hands-on practical. BSA’s Cub Scout level camping policies will be taught along with the discovery of the necessary tools to help units carry out a successful camping experience. This course is mandatory for a MINIMUM OF ONE adult on a pack overnighter.
Introduction to Outdoor Leader Skills (IOLS) (S11)
This hands-on course provides adult leaders the practical outdoor skills they need to lead Scouts and/or Venturers in the outdoors. Upon completion, leaders should feel comfortable teaching Scouts the basic outdoor skills required to obtain the First Class rank. This course is required of all Scoutmasters and Assistant Scoutmasters in order to be considered “trained.” The course is also recommended for all Crew Advisors and Associate Advisors.
Training the BALOO & IOLS instructors:
An inaugural training course for adult leaders interested in joining the BRMC BALOO & IOLS Instructor Corps will be held on July 23-25, 2021 at the Blue Ridge Scout Reservation. This cohortbased training program will begin at 7:00pm Friday and end by 2:00pm Sunday. During this time, the future instructors will complete the two BSA courses The Fundamentals of Training and The Trainer’s EDGE, and they will begin the planning of their first BALOO and IOLS training courses to be offered during Fall 2021. Because this is a cohort-based training experience in the context of outdoor leadership and instruction, no credit will be given for prior BSA training and/or experience.
Upon successful completion of delivering their BALOO and IOLS training courses as apprentice instructors (supervised by existing BALOO and IOLS instructors), the participants will receive credit for BALOO (C32) and IOLS (S11) training (must participate in all modules that they do not instruct themselves); and they will become full members of the BRMC BALOO & IOLS Instructor Corps with the expectation that they will assist and lead in the delivery of future BALOO & IOLS training courses. The expectation is that each instructor will develop enhanced skills for one or more modules in the BALOO and IOLS training curricula and not necessarily to instruct in all topics.
The participants for the BALOO & IOLS instructor training on July 23-25, 2021, and the course instructors, must complete the following prerequisites prior to course registration. There will be no exceptions to these prerequisites:
1. Be a registered adult member of the BSA (provide BSA member ID number).
2. Be at least 21 years of age by July 23, 2021.
3. Youth Protection Training current through December 31, 2021 (72 minutes online).
4. Hazardous Weather Training current through December 31, 2021 (31 minutes online).
5. BALOO Prerequisite Training V2 completed (35 minutes online).
6. COVID-19 vaccine completed by July 9, 2021 (CDC Vaccination Record Card).
Course registration fee:
There will be no course registration fee for the course on July 23-25, 2021.
Food during the course:
The participants will be responsible for bringing their own food to course on July 23-25, 2021. The food will be stored and prepared outside. Food may be stored in participant vehicles, bear canisters, or bear bags away from the sleeping area. A proposed menu will be provided to registered participants by July 16, 2021.
Camping during the course:
Camping must be in individual tents or hammocks unless the participants are from the same household. Tents used for summer camp will be provided for those that prefer such tents.

BSA Annual Health and Medical Record:
All participants and instructors must complete and bring a paper copy of the following health form to the course on July 23-25, 2021. No physical is required. The form must have been completed during 2021. Do not transmit the completed form electronically. COVID-19 vaccination record:
All participants and instructors must bring a paper copy of their CDC COVID-19 Vaccination Record Card to the course on July 23-25, 2021. The card must show that the final COVID-19 vaccination was completed by July 9, 2021. This is two weeks prior to the course to ensure full inoculation by CDC standards. Do not transmit the vaccination record electronically. The paper copy will be presented at the beginning of the course for review, and it will remain in the possession of the participant.
The deadline to register for the July 23-25, 2021 course will be by the end of Monday, July 12, 2021
