Gather your unit leaders and join us for the 1st Laurel Highlands Council Outdoor Training Summit April 14-16, 2023 at Heritage Reservation!
This training event will feature the following training opportunities for all Scouting Leaders:

BSA Outdoor Leader Training
- IOLS (Introduction to Outdoor Leader Skills) - This training gives adult leaders the practical knowledge they need to help Scouts learn outdoor skills. The skills presented closely follow the Scouts BSA Handbook and rank advancement requirements. All the skills from Tenderfoot to First Class are covered in this training.
- BALOO (Basic Adult Leader Outdoor Orientation)- is a 1.5-day introduction to the Cub Scout outdoor program for units interested in offering a camping component to their Pack activities.
- Participants need to know for this course:
- The majority of these courses take place outside, dress accordingly for the weather.
- You will need a tent to sleep in and the gear that goes along with it.
- Check-in begins at 8:00 a.m. on Saturday with the course beginning at 9:00 a.m. The course should conclude at approximately 12:00 p.m. on Sunday. Friday night arrival is available for a small charge.
- Participants need to know for this course:
Scoutmaster Position-Specific
- Scoutmaster-Specific Training introduces you to everything you need to know about running a Scouts BSA Troop, which is different from a Cub Scout Pack. In particular, you and your fellow adult leaders are now in more of a “mentor” position where your job is to help your youth members learn and practice leadership. While this training will not answer every single question you have, it is a great start.
- This course normally does not include any overnight option/component. The $5 fee covers the cost of breakfast which is not normally included with this course.
- Participants need to know for this course:
- Course begins promptly at 7:00 p.m. on Friday.
- A light snack will be provided Friday evening and breakfast Saturday morning.

NRA Basic Rifle and Shotgun Shooting
- This course will follow the NRA First Steps training program to teach proper safety, handling, use, and cleaning of rifles and shotguns. For individuals interested in becoming NRA Certified Rifle and Shotgun Shooting instructors, this course is a mandatory prerequisite no matter what your prior shooting experience. A completion certificate from a basic rifle and shotgun shooting course must be presented in order to be certified as an instructor.

- Course begins promptly at 7:00 p.m. on Friday and concludes at approximately 9:00 a.m. on Sunday.
- Meals, lodging, and program materials are included in the fee.
- A portion of these courses will take place outdoors, please dress for the weather.

NRA Range Safety Officer Training

This course develops NRA Certified Range Safety Officers with the knowledge, skills, and attitude essential to organizing, conducting, and supervising safe shooting activities and range operations. Range Safety Officer candidates will learn the roles and responsibilities of an RSO; Range Standard Operating Procedures (SOPs); range inspection; range rules; range briefings; emergency procedures; and firearm stoppages and malfunctions. Each Range Safety Officer Candidate will receive an RSO Student Study Guide, a Basic Firearm Training Program brochure, an NRA Gun Safety Rules brochure, and a Course Evaluation form.

This course does not qualify someone as a BSA BB & Archery Rangemaster. This course will qualify someone to serve as the second required person to supervise range operations and safety for Scout rifle and shotgun shooting experiences.

Wilderness First Aid
- Wilderness first aid, or “WFA”, is a generic term that commonly refers to any training course that focuses on prevention, assessment, and treatment for an ill or injured person in a remote environment where definitive care by a physician and/or rapid transport is not readily available. This is defined as being an hour or more away from advanced care. WFA courses are intended for anyone planning a remote high adventure, from lay responders to medical professionals. At least 1 (one) adult per crew attending a BSA High Adventure Base experience must have this training.

- Course begins promptly at 7:00 p.m. on Friday and concludes at approximately 12:00 p.m. on Sunday.
- Meals, lodging, and program materials are included in the fee.
- A portion of this training takes place outdoors, please dress for the weather.
ROHVA UTV Driver Training (Invitation Only)
- This course covers the practical skills portion to complete the ROHVA's UTV safe driver course. Completion of both the eCourse and practical course meets BSA NCAP camp standard requirements to operate a UTV at BSA facilities. Participants will learn various safe UTV handling skills on a closed course.
- Participants need to know for this course:
- This course is by invitation only. Invitees will be provided a password to register.
- Participants must complete the eCourse prior to attendance at https://cbt.rohva.org/login/index.php and bring proof of completion to the practical course.
- Participants must come prepared with long pants, long-sleeved shirts, and over-the-ankle boots.
- DOT-rated helmets, goggles, and gloves will be provided. Participants may bring their own if they have them.
Reminders:
- BALOO/IOLS participants will be camping outdoors. You must provide your own tent and gear.
- Wilderness First Aid and NRA Training participants will be lodged in one of our Potomac Homes. You must provide your own linens. (Sheets/Blankets/Sleeping Bag, pillow, towels, etc).
- Please be aware of the weather leading up to the courses and pack accordingly. The weather can change quickly on the mountain.
- Showers will be available.

If you have a special dietary need, please fill out our dietary request form under the "Attachments" section. These requests must be received no later than April 9th.
