There MUST be a paid Adult registered to attend with a Youth Participant.  Scouting America National Guidelines state that, in Cub Scouting, one adult can be responsible for up to 4 youth.

Our Cub Cabin Camp is an Adult/Scout overnight camp.  All of our campers will be housed in the Camp Rotary cabins.  Cabin assignments will be set based off of which adult will be attending camp with them.  Female adults and their Scouts will be housed separate from male adults and their Scouts.  Once registration has closed, the Scouts MUST attend with the listed adult as this affects housing assignments.
