2025 Four Mile Run District IOLS and BALOO

Introduction to Outdoor Leader Skills (IOLS) and Basic Adult Leader Outdoor Orientation (BALOO)

WhatIOLS is the required outdoor training for Scoutmasters / Asst Scoutmasters.  BALOO is the Cub Scout leader training required for any Cub Scout den or pack outdoor event, including pack camping overnighters and Webelos den overnighters.  IOLS is based on the Scouts BSA Handbook and BALOO is based on the Cub Scout Leader Book.  Both courses focus on skills that build confidence and competence in leaders conducting outdoor camping experiences, but with different emphases and somewhat different content to reflect the two distinct programs.

In accordance with Scouting America training policies, students cannot receive credit for both courses at the same time.  You therefore must register for either BALOO or IOLS; you cannot register for both at the same time, and you can only receive credit for the course that you complete.

The class size for IOLS and BALOO is 15 participants each.

When: Saturday, Oct 18 to Sunday, Oct 19 (overnight stay is required).

There is a virtual planning meeting on Monday, October 13, at 7:30 pm.  This planning meeting is not mandatory but attendance is encouraged and program staff will be available to answer any questions you have.  A Zoom link will be sent to all registrants. 

Where:  This course will be at the Flying Circus Aerodrome in Bealeton, VA in conjunction with the Four Mile Run District Camporee.  In order to take this course you must register here; please do not register for the Camporee.  Registration and payment must be made online; no walk-ups can be accepted.

Schedule:  On-site check-in begins at 7:30 am Saturday morning, although students can check in Friday night if they want to arrive ahead of time.  Program begins at 8:30 am.  The program ends by noon Sunday.  Students MUST attend the entire course to successfully complete the training.

Camping is permitted Friday night at the training site but there is no program until Saturday morning.  Students are expected to tent at the training site, even if your troop is camping elsewhere on-site for the Camporee, but if that poses a problem then the student should contact the course director.

Prerequisites:  All participants must have current Youth Protection/Safeguarding Youth Training.  BALOO students must in addition take a 35-minute online course, “BALOO Prerequisite Training v2” (proof of completion required).  All students are also encouraged to take position-specific online training prior to the course.  See the attached participant guide for details on how to take the online training at my.scouting.org.  Students who have completed all position-specific training will received a Trained patch. 

Annual Health and Medical Record:  You must bring a paper copy of your Annual Health and Medical Record Part A and Part B the day of the class.  This is required to attend the training. Your health form will be returned to you at the end of the class.

Gear:  Students and staff must provide their own tent and personal gear.  See the attached participant guide for a suggested packing list. Restroom facilities and water are available. The entire course is outdoors, rain or shine.  Be Prepared!

Meals:  Saturday lunch and dinner and Sunday breakfast will be provided.  Please indicate any food restrictions when registering. 

Cost: The registration fee is $40 and covers camping fees, training materials, and food.  Students will be formed into patrols and dens prior to the training.  Overnight camping is part of the instruction.  Students MUST attend the entire course to successfully complete the training.

Registration closes October 12, 2025, to support Patrol and Den formation and food and supply purchases.
