The Scouting America Certified Angling Instructor (CAI) course combines hands-on learning with the fun and adventure that are central to Scouting.
What Can Certified Angling Instructors Do?
Certified Angling Instructors are qualified to:
- Teach the Scouting America Fishing Basics course
- Train and certify Scouting America Angling Educators
- Serve on — or help establish — a Council Fishing Committee
- Provide expertise for fishing derbies, summer camps, merit badge clinics, and other fishing-related advancement activities
Course Highlights
- Participants who complete the 18-hour in-person training course will:
- Become recognized as a Scouting America Certified Angling Instructor
- Receive the official Train-the-Trainer Certification (CS-61) and CAI patch
- Learn essential fishing and fly-fishing skills, including:
- Fly casting
- Fly tying
- Knot tying
- Instructional teaching methods
- Receive course materials and access to online resources to support program delivery
- Gain access to fishing and fly-fishing equipment at significantly reduced rates for teaching Scouts
- Receive all meals, camping accommodations, and required course materials as part of the course fee
Participant Learning Outcomes
Participants will:
- Explore resources available for developing unit angling education programs that support member recruitment and retention
- Build knowledge and confidence through active participation in a wide variety of angling education activities

Who Can Attend?
The course is open to:
- All registered adult volunteers
- Youth participants age 15 or older who have earned both the Fishing and Fly-Fishing Merit Badges
- Both in-council and out-of-council attendees
- No previous fishing experience is required.
